Oscar was a former employee of Lone Star Steel Co., Lone Star, Texas. He was a member of Mt Zion CME Church, Daingerfield, Texas, where he was chairman of steward board and trustee. He was a veteran of the U.S. Army and served honorably during the Korean conflict. He was preceded in death by his wife, Eunice Carter Kelly.
