RE: Reuben S. Owens
I will not be much help. I do not have a list of names on the monument. I added William Oberlan Owens' memorial page based on family information from his niece who was my grandmother. I have not visited the cemetery. The Confederate monument and cemetery are part of West Hill Cemetery - you could try calling them to ask about the names on the monument. From Google their number is 800-331-3258.

I checked Reuben's name on the Civil War Soldiers and Sailors System website found a Reuben Owens (With a s) -only information was a link to his unit - 2nd Arkansas - with a brief statement od the units battles. Also checked fold3.com but there was nothing on him. Confederate records of service were kept for the states. I would try Arkansas - the state library, archives or historical society. To be honest - few records survived from any of the Southern states. Also I would try a web search on his unit - I have found a good bit of information on unit history web pages.

Hope this helps a little - good luck with your search.

RE: George L. Smith picture
Well, I think it may be called "The Observer Scrapbook", but I do not know for sure. It may be a photo from "Images of America Washington County Arkansas by Velda Brotherton. It was also in the Fayetteville Library. I am sorry I cannot help more. I was doing research for my brother-in-law, David Wells several years ago. His greatgrandmother was Alice Spyres Wells Smith. She had married G. L. Smith after his first wife died. Alice Spyres was the daughter of Malen H. "Grab" Spyres who pastored the Old Bethlehem Church near Blackburn, Washington, Arkansas. So I was researching that Church and the Spyres family when I came across this photo. I also have copies of the Smith Reunion news update from the Observer for 1990, 1991 and 1992 if you would like copies of them. They state who all attended each reunion. One has a photo of four of G.L.'s children, Veatrose Rea, Ann Gooding, Avery B. Smith and Jessie Garriott.

Thank you for the information - it looks like you may be right. Due to other time gobblers :) I may be a little while making the adjustments but I will.

Thank you again, and God bless,

Hugs,
Sue
