Yes, she is buried at Cedar Grove. There is an on-line memorial already set up for her there too.
If you read the e-mail that Mike Diaz sent you awhile back he describes how the cemeteries in Portsmouth are marked. Oak Grove lots have an alpha prefix (A-J). Portlock lots have a numeric prefix (1 - 18) and Cedar Grove has numeric prefixes too (1-7 I think) followed by the lot number. It's a pretty common mistake to mix up the cemeteries but the lot number is usually the give away of a potential error.

I noticed that you posted a request for Annie Staples at Oak Grove Cemetery. She is actually buried at Cedar Grove Cemetery in Portsmouth. I noticed that you also made that mistake on previous requests for Staple family members.
The on-line for Cedar Grove indicate that Annie Staples grave is unmarked:
STAPLES, Annie FOWLER, Abt 1835, 13 Mar 1907, 2 076
If the grave had a marker the on-line record would contain a '#' in it.

I will send a message to the individual who has claimed the request letting them know of the mistatke. If they do not fulfill your request within a timely manner, send me another email and I will get the photo for you. Cedar Grove Cemetery is less than a block from me.
Your photo request for Robert Staples indicates he is buried in Oak Grove Cemetery Portsmouth VA. State records indicate he is buried in Cedar Grove Cemetery Portsmouth VA, plot 2 076.
Here is the excerpt from the state records:
STAPLES, Robert G, $#, 22 Feb 1833, 20 Jun 1891, 2 076
Oak Grove plots are "numbered" A thru J.
Cedar Grove Plots are numbered 1 through 455. I believe Robert's grave would be the second grave in plot 76.
