That is correct, the slope/small valley in that area has many people buried there, some homeless/indigent. Alot of the markers have been stolen.
A recent sidenote to this, "John Ballintina" has been moved...or at least his marker has been, along with a few others up to the gated part of the cemetery for safekeeping.

Thank you for the note. The grave marker that you found was one of several that is in the annex to the cemetery. Most of the markers in the annex are gone now, having been made of bronze and having been stolen and sold for their metal value. But if you walk around in that field, you will find more markers. Also, if you look at a map of the cemetery plots, and compare where the marker you found is, you will notice that there are people buried under the street nearby. The official street ended near the entrance to the main cemetery, but the homeowners further up the hill extended the road to serve as their driveway, and right over some graves. Of course, they did so illegally.
