I live in Delaware County, PA and regularly visit a few local cemeteries, especially Arlington (Drexel Hill) and Fernwood (Lansdowne).
My own research includes the following surnames: Warner, Felver, Beale, Hess, and Hill in NY, NJ, PA, and Ohio. O'Donnell (Philadelphia), Stahl, Rulon, Bolesta, and Marnie in PA and NJ.

 | Jerome Hess Jenn, Jerome's wife: Ann E born Apr 9, 1918, died Sep 29, 1981 is buried with him. She is not listed on Culpeper National Cemetery in Find A Grave. If you add her name I will post her picture.
I have Hess ancestors also. My grandmother was Josie E Hess. Her ancestors came into Pa in the 1700's and moved down into Va near Staunton. She grew up in Augusta Co., Va I looked to see if there was a connection with your Hess family but didn't go back too far. The first Hess I have is Christian Hess who moved into Va
