I found a site that appears to have all the burials in Bangor. It does show the other headstone is definitely William D Waterhouse. The site is below.

Since it is a military headstone, I would suggest you contact the Bangor American Legion or AMVETS to see if they help fix military headstones. Even if it is just fixing it from the sinking and make sure a flag is placed there on Memorial Day. It is Lot 188.

If it was a military stone, I bet it was William Dirkey Waterhouse. Were there any readable dates?

I do know that George Waterhouse and his wife had a William Dirkey Waterhouse b. 7 Apr 1843 Bangor, Maine. He was in the Civil War. Did the headstone look like a military stone?
