Hopefully you will get more information. I have been working and recording in this cemetery for years. This cemetery goes way back to my childhood. I have more family buried here than I want to admit to. My parents, grand parents, brother and 3 sisters and many others are buried in section 18 also. I have never heard of a "original" section. Each section is clearly marked from Section 1 all the way up to Section 68, it is a large cemetery. Since the city of Hillsboro took over this cemetery, Most of the people that are NOW in charge are very limited in their knowledge of it.
It does appear that 2 graves are side by side. His with the headstone and hers with the cement block in the space of a headstone. Flowers and all other things placed there over the years are all still in place on her grave. Just guessing on my part, but she may very well be buried there with just the headstone missing.

I took a photo of Leatrice Foster's gravesite today (Memorial# 150917625) for your photo request. There is no headstone at her grave, only a cement block at ground level which appears the headstone had been removed. There is a proper headstone at Richard H. Foster's grave next to her. Not sure why no headstone is at her gravesite. That section (18) of this cemetery had been flooded for weeks during our days and days of flooding rain we had a couple of months ago. Not sure why no headstone is there. On my next trip out there I will go by and check again. Sorry I wasn't more help.

I have added parents as far as I can but I know a few are missing. My Paternal Grandmother was a McKay. And I am tracing it back Waiting on cousins now to get me the Great grandparents names

Records indicate two more people in this plot:

Ross, Charles S., died May 19,1903, age 39yrs, l lmos, 4das.(1900)

She was also predeceased by her brother Harvey Norman in 1935. Harvey was born in 1934.

Her 1st husband was Robert Lincoln Glidden. He really wasn't a junior. His father's name was Robert Leslie Glidden. The Jr. had been added for ID purposes, mail, etc. They were divorced in 1961. She lived with Randolph Roberts and had 2 children by him. Melton Asa Jesseman died in Bennington, Vt in 2011 and is buried there in the VA Cemetery.
