When I walk a cemetery, I list all graves that I find. Sometimes a missing date means that the person is living..., somtimes it means that the grave is that of an infant and has only one date and sometimes it means no family member had death date added, which has been the case many times. If the monument is there and has the dates on it, it is public domain and free to be listed. HOWEVER, if someone contacts me and asks that the listing be removed, I will honor the request.

I also transfer graves to those who ask, unless it is a direct relative of mine.

My opinion, for what it is worth is why would someone list their birth date on a stone before they die? The death date rarely matches the stone cutter's first one.
