I believe you are correct and this is a type for John W. Seidel. On a Civil War Veteran's document I've seen, it lists him buried there and the years match precisely.

The dates for this memorial are for my memorial of Joseph A Fair. Also the card photo shown is for my memorial also. Joseph Walters Fair died about Mar 11, 1914, age 80. See Reading Eagle obituary on Mar 11, 1914, page 3, lower left. Please reference your obituary for that date.
