Thanks for the heads up on Jessie Tullar. Actually, it's not a duplicate memorial -- the Prairie Home database has two listings for Jessie Tullar, one without the dates. Looking at the map, I would guess that it's probably a child.
I'll take a run over there and see if I can photograph the graves to properly identify whose who.

Yes, Frank Samuel Potter matches your dates. We've updated his page.
We also updated the Frank S. Potter who is in a different section of the cemetery. He died in 1927 and is buried next to his wife Elizabeth.
