I just visited this cemetery. Using a magnifying glass, I believe the inscription to read:
THE DONOR/ of this ground for/ the burial of the dead/ and/ the worship of God/ lies here./THOMAS REES/ BORN/Sept. 15, 1788/ DIED/ June 28, 1832

I have found out a bit more information about J Cartwright for you. Apparently J Cartwright was buried in Section 231, Grave 38 on 7th April 1931 aged 5 months, also buried in the grave is Hazel Cartwright who was buried on 12th November 1931 aged 3 years. I have been to have a look but there is no headstone there at all. Like another contributor, I also found the grave for James and Violet. Hope this information is helpful to you. Looking for a my connection to Thomas Rees. My grandfather gave me a letter dated 1950 from a Esta M. Smith saying she visited this grave every year. She also gave us documents back the 1650's. We are from a 1850's Oregon pioneer branch and I'm we are related to Thomas.
Any information could help.

Hi John. I wrote you before looking for my husbands 3 rd great grandfather Thomas Allen. We ave verified Asa Allen (1805-1841) but was never able to verify the Thomas Allen buried at Eusebia Pres Church cemetery in Fort Ashby as Asa's father. I have found a Thomas Allen married to Elizabeth Lupton who had a son Asa born in the same town and year as our Asa but death 1834 instead of our 1841. Can you shed any light? Thanks!! Teresa Allen
