Leaving a photograph would be a lovely idea.
Maybe the monument was funded by some sort of public appeal or maybe by money left in her parents will. Do you know why she died? The fact that the announcement of death give the date of the funeral as just a few days later would probably indicate that there was no inquest. There is no mention of an accident or long term illness, or dying suddenly. I may be tempted at some point to purchase a death Certificate! I could find no other reference to her in the library archives but I have managed to locate records of three of her championship titles online. Check this link if you are interested.

I was fascinated with this story so have found the local newspaper announcement of death and the report of the funeral, including a photograph. Interesting that the photos shows her wearing her many medals pinned to what is probably a swimming costume. The report of the funeral does not give much information unfortunately apart from who attended.

In addition to the photos published, I have a few more in case you cant read the whole inscription. What an unusual inscription it is? How tragic that she died so young and so obviously talented. I wonder if you have any more details of her and how she died. I did a quick Google search and could find nothing about her. Do you know who Eliza Seddons was?
