No. He is in section 27 near west Britannia St.
I posted a map to the cemetery page but it hasnt showed up yet. I Can e-mail you the map if you like. I took a capture of the area from Google Maps and I went and added the section numbers.The City was no help in procuring a map and getting site locations takes forever
The pauper section is more easterly near St. Josephs Cemetery. They abutt each other.

William Cook; distant cousins?
Hi Melissa,
My name is Megan. I went to leave a photo request for William A. Cook and his wife, Nancy Smith, but I was informed that you already had (there can only be one request per memorial). Would you happen to be related to these two as well? They are my 5th-great-grandparents. I was just wondering, thought it'd be neat if we happened to be cousins! Also, hopefully, this marker gets photographed soon!
