Find A Grave allows death certificates on memorials.

I only add death certificates to my own memorials, and only for those who died more than 65 years ago, out of respect for surviving family. Legally, the dead have no privacy rights.

Death certificates are not protected by copyright in the United States because 1) they are government documents; and 2) they are simply recitation of facts.

Often, a death certificate is the only document indicating place of interment, which is particularly important when the grave is unmarked and there's no access to cemetery records.
