According to Findagrave rules regarding transfers you would have to be a direct relative like a brother, sister etcetera for a grave transfer to be done. Findagrave does not require a transfer if you are a cousin to Mr. Sipes which you've stated you are. I would have no problem transferring the grave to a direct relative if asked to do so. I'm just following the rules set forth in Findagrave.
