Born in Manor Township, Lancaster County, the son of Jacob & Frances "Fanny" (Smeltzer) Bitner. In 1850, he lived with his family in Lower Windsor Township, York County, but moved to Marysville, Perry County, in 1859 where he worked as a laborer. He stood 5' 9" tall and had dark hair and blue eyes.

A Civil War veteran, he enlisted in York August 9, 1862, mustered into federal service at Harrisburg August 11 as a private with Co. B, 130th Pennsylvania Infantry, and honorably discharged with his company May 21, 1863. He also enlisted and mustered into federal service at Harrisburg August 5, 1864, as a private with Co. K, 9th Pennsylvania Cavalry (92nd Pa), and honorably discharged with his company May 29, 1865, at Lexington, North Carolina.

He married Annie Rathfon July 24, 1867, and fathered Eugene (b. 12/13/67, d. 06/12/68). Annie died December 22, 1908, and he married widow Emma G. Wise, née Hoover, July 6, 1909, in Perry County.
