Bertrand was born in Malleray, Canton Bern, Switzerland to parents Celisten Blanchard and Elise Grandlienard who were married on May 1, 1858 in Bevilard, Switzerland. Bertrand came to America on the Steam Ship "La Normandie", arriving in New York on July 9,1888. His wife Ida Garraux and eldest son William arrived a few years later on June 5, 1893 on the Steam Ship "La Bourgogne". After arriving in America Bertrand and Ida settled in Syracuse, New York where they raised their four children, William (1886), Alexander (1894), Julius (1895) and Ida (1901).
Bertrand's siblings were Arnold (1859), Marie Alvina (1861), Isabelle (1865), and Elise (1869). Paternal grandparents; Jean Jaques Blanchard (1796-1875)of Mallery, Switzerland and Marianne Frene of Reconvilier, Switzerland. Maternal grandparents were Theophile Grandlienard (1798-1882) of Perrefitte, Switzerland and Susanne Marguerite Merillat (1798-1867) of Perrefitte, Switzerland.
