U.S. Representative, attorney, circuit judge of second district 1844-1850, Confederate Congressman & signer of Confederate Constitution representing Mississippi.

Born near Holmesville, Mississippi, he attended the common schools and the University of Virginia at Charlottesville. Graduated 1840 from the Transylvania College in Lexington, Kentucky from the law department and admitted to the bar the same year. He commenced practice in Gallatin, Mississippi and served as member of State constitutional conventions in 1850, 1861, and 1890. Elected as a Democrat to the Thirty-third Congress (March 4, 1853-March 3, 1855). In 1854, he declined to be a candidate for renomination. Resumed practicing law in Jackson, Mississippi. In 1861 was a member of the Confederate States Provisional Congress and was a signer of the Confederate Constitution for Mississippi. Continued practicing law in Jackson, Mississippi. He died in Jackson and was interred in Greenwood Cemetery.

He was the biological son of Robert Early Harris (b.1790 Greene County, Georgia d.1821 in Pike County, Mississippi) & Mary Vivian "Polly" Harrison (b. 31 July 1794 in Greenville, Greenville County, South Carolina d.20 September 1820 in Pike County, Mississippi). Wiley's parents were married on 21 January 1810.

Wiley was born in Pike County, Mississippi the year after Mississippi was granted statehood. Wiley's parents died when their children were very young. Wiley was adopted by his uncle, Wiley Pope Harris, for whom he was named. Born near Holmesville, Mississippi, Harris attended the common schools and the University of Virginia at Charlottesville. He was graduated from the law department of Transylvania College, Lexington, Kentucky, in 1840. He was admitted to the bar in 1840 and commenced practice in Gallatin, Mississippi. Circuit judge of the second district 1844-1850. He served as member of the State constitutional conventions in 1850, 1861, and 1890. Harris was elected as a Democrat to the Thirty-third Congress (March 4, 1853-March 3, 1855). He declined to be a candidate for renomination in 1854. He resumed the practice of law in Jackson, Mississippi. He served as Member of the Provisional Congress of the Confederate States in 1861. He continued the practice of law in Jackson, Mississippi, and died there on December 3, 1891. He was interred in Greenwood Cemetery.
