Billie was born in Little Rock, Arkansas to Will and Jennie Matthews on September 6, 1913. Billie spent her youth in Little Rock. She was a member of Pulaski Heights Methodist Church and attended Central High School. Billie was graduated from Hendrix College in Conway, Arkansas in 1933. Shortly after moving to Pensacola, Florida, Billie met George Francis (Bud) Fernandez and they were married on June 7, 1941. Billie and Bud were devoted to one another, were married for 57 years and had nine children together. Billie left this earth and went to be with the Lord and her oldest child, William Matthews Fernandez, who preceded her in death, on November 11, 1998. Her grandson, George Andrew Fernandez, joined them on April 2, 2003 and her beloved Bud, on April 6, 2006.
