Special to the New York Times.

BALTIMORE, July 22 -- Harry Albert Cochran, former coal traffic manager of the Baltimore & Ohio Railroad, died yesterday in his home at the age of 69.

Mr. Cochran had been ill for more than four years. He had been in the employ of the Baltimore & Ohio from 1897 until his retirement in May, 1938. He was born at Clarinda, Iowa, Jan. 14, 1871. After his early education in the district and high schools of New California, Ohio, he taught in a district school there from 1889 to 1891, when he entered business college at Delaware, Ohio.

His first railroad service was with the Cleveland, Cincinnati; Chicago and St. Louis Railway Company, as a stenographer in 1892. In that capacity, he became identified with the Baltimore & Ohio in April, 1897, at Wheeling, W. Va. In January, 1905, he became assistant coal and coke agent for the road at Cleveland, and remained in that position until September, 1911, when he became coal freight agent at Baltimore. He was promoted to general freight coal agent in 1916.

In 1918 he served with the United States Fuel Administration; and after the war he returned to the railroad as assistant coal traffic manager. In August, 1923, he became coal traffic manager, remaining in that position until his retirement.

Mr. Cochran leaves a widow, Mrs. Nellie B. Cochran; a son, John A. Cochran; two brothers, Joseph and Wallace Cochran of Mansfield, Ohio, and a sister living in Columbus.
