Wiley Hargrove Quillian was the third son of seven children of John Milton Quillian, Sr., and Sarah Ann Prickett Quillian. His father was a Methodist minister and a member of the North Georgia Methodist Conference (1845-1869) Both of his parents are buried in unmarked graves at the Mossy Creek Methodist Church in White County, Georgia. His brother, Rev. Asbury Hull Quillian, was also a Methodist minister.
He married Nancy Lou Meaders. Their children were:

He was listed as a country merchant on census records before and after the war.
His Confederate Service Record reads as follows:
Enlisted as a 2nd Lieutenant on 9 August 1863.
Commission in Company H, 66th Infantry Regiment Georgia on 9 Aug 1863.
Dropped from rolls Company H, 66th Infantry Regiment Georgia on 25 May 1864.
