William served as a Sergeant with the 208th Regiment, Pennsylvania Volunteer Infantry, Company G (Civil War).

The son of James G. & Sarah (Vincent) Blaine [sic], he married Mary Jones in 1857 and fathered Amanda L. (b. 10/16/58), Anna M. (b. @1861), Sarah Florence (b. 03/12/66 - married Joseph S. Zeiders), Mary Josephine (b. 10/??/69), Lucy H. (b. 01/??/72), Nellie J. (b. 04/??/74), James Dervin (b. 10/05/76), and William Ashley (b. 03/14/79). In 1860, he was a plasterer living in Juniata Township, Perry County, Pennsylvania, and stood 5' 7" tall with black hair and black eyes.

A Civil War veteran, he enlisted in Harrisburg August 31, 1864, and mustered into federal service there September 5 as a sergeant with Co. G, 208th Pennsylvania Infantry. Hospitalized May 4, 1865, he honorably discharged by general order June 5, 1864.
