Thomas was the son of Sarah Stevenson and Joseph Hedger. He married Mary Morris, daughter of Mary and Benjamin Morris. They were the parents of 12 children: Sarah, Wm., Joseph Thomas, Samuel, Margaret, Elizabeth, Benjamin, Mary, Lucy and Malinda Hedger.
