William Monroe Eoff was the seventh child born to Samuel Eoff and Elizabeth Elliott, both natives of Tennessee. William's siblings were Stephen Eoff, Isaac Eoff, Margaret Elizabeth (Eoff) Harpole, Jasper N Eoff, John Eoff, Calvin Houston Eoff, Delilah Eoff (d.y.?), and Mary Ann "Mollie' (Eoff) Morgan.

He married Mary Ella Wilson, a native of Alabama and the daughter of Jasper Wilson and Lucretia Ann Osborn, 12 August, 1886 in Conway Co, Arkansas. Soon after marriage they moved to Collin County. Texas and then to Falls County, Texas. By 1910 they were farming in Jones Co, Texas. Their children, all born in Texas, were Emma (Eoff) Harkins, Annie (Eoff) Walker, Clarence Leonard Eoff, Ima Eoff (d.y.), Ida Eoff (d.y.), Naylor Houston Eoff, William Clifford Eoff and Homer Odell Eoff.
