J. C. [James Clay] Barrow was born in Macon County, Alabama, in 1882. He moved with his parents to Texas in 1890, the family settling on a farm two miles north of Hico. He received his education in the Hico Public Schools, after which he taught school for several years. He quit this vocation to accept a position with the Smith Harris Lumber Company in Hico, and remained with this firm until he was elected County Judge in 1932.
While in Hico, Judge Barrow served on the city council for five years, after which he was elected mayor, holding that office for ten years. This experience in city government served to his advantage after assuming office as county judge.
After being elected county judge, Mr. and Mrs. Barrow moved to Hamilton. They have three children: Mrs. J. B. Russell of Hico; J. Gordon Barrow, Alpine; and Clinton S. Barrow, Hamlin.
Judge Barrow is a member of the Methodist Church and of the Masonic and Odd Fellows lodges.
[J. C. was both the son-in-law and the nephew of Jeremiah "Jerry" Barrow.]
