Theodore was born and lived his entire life on Staten Island.

He was the son of John DeBow and Martha Elizabeth Jones of the hamlet of Chelsea and the brother of Gertrude, Ida, Bertha, Lillian, Emma, John and James.

Known as Buster, Theodore never married.

He was a PFC in the US Army during WW I and a founding member of the Blazing Star Post #1574 of the VFW in Travis, Staten Island.
