Carl Elton Duncan, 81, passed away on February 12, 2011 surrounded by his loving family. He was born on December 13, 1929 in Copperas Cove, Texas to Thomas and Alice Dunn Duncan. He grew up in Gregory, Texas and served with the U.S. Marines during the Korean War. After returning from serving his country, he became a Master Plumber. Together with his brother, Marvin they opened and operated Delta Plumbing. He was also an independent home builder. In 1978 he was elected County Commissioner in San Patricio County and served unopposed for 16 years. He was voted Texas Commissioner of the year in 1989. He was extremely active in civic duties, some of which included the Portland Kiwanis Club, the Portland Jaycees, where he was named citizen of the year. He served as President of the Gregory-Portland Little League, and President of the Portland Chamber of Commerce. He was a volunteer with the Portland Fire Department, becoming Chief in 1972. In addition to his community service, he was active in local, county, and state government, serving on the Portland City Council, Chairman of the Homeport Steering committee. He served as President of the South Texas County Judges and Commissioners, President of the Texas Association of Counties, and a member of the National Association of Counties. He was an active member of the First Christian Church of Portland. Above all he was a devoted husband, father and grandfather (Pa Pa).

He was preceded in death by his loving wife, Evelyn; a brother, Marvin and a sister, Dody.

He is survived by a son, Bruce Duncan (Lahonna) of Magnolia, Texas; two daughters: Diane Lowrance (Richard) of Portland, Texas and Donna Sikes (Randy) of San Patricio, Texas; a brother, Thomas Duncan (Sharon) of Portland, Texas; a sister, Ruth Garner of Portland, Texas: six grandchildren: Lindsay, Kyle, Allison, Ryan, Darren and Parker; one great-grandchild, Skyler.

Visitation will be held from 2:00 p.m. until 9:00 p.m., on Monday, February 14, 2011 at the Charlie Marshall Funeral Home in Aransas Pass, Texas with the family to be present from 5:00 p.m. until 7:00 p.m..

Funeral services will be held at 2:00 p.m., Tuesday, February 15, 2011 at the Charlie Marshall Funeral Home Chapel in Aransas Pass, Texas.

Interment with military honors will follow in The Palms Memorial Park.
