The son of William & Catharine (Yungst or Yeingst) Howe, he married Susan Ellen Stephens January 10, 1854, in Buffalo Township, Perry County, and fathered William H. (b. 09/14/54), Elizabeth M. (b. 11/24/59 - married Jacob Steele), Orange Judd (b. 02/??/62), Laura Minerva (b. 05/08/67), Thompson B. (b. 05/??/72), and Jacob Albright (b. ?). In 1860, he was a farmer living in Buffalo Township, Perry County, and stood 5' 8" tall with dark hair and blue eyes.
A Civil War veteran, he enlisted in Harrisburg September 1, 1864, mustered into federal service there September 3 as a private with Co. I, 208th Pennsylvania Infantry, and honorably discharged with his company June 1, 1865.
