William served as a private in the 208th Regiment, Pennsylvania Volunteer Infantry, Company F (Civil War).

The son of Harkness & Magdalena Margaret "Martha" (Berrier) Armstrong, in 1860 he was a laborer living in Madison Township, Perry County, Pennsylvania. He stood 5' 8" tall and had sandy hair and gray eyes.
A Civil War veteran, he enlisted in Harrisburg September 2, 1864, mustered into federal service there September 9 as a private with Co. F, 208th Pennsylvania Infantry, and honorably discharged with his company June 1, 1865.
In 1890, he lived in Humboldt, Allen County, Kansas. Whether he died there and family or friends shipped his body to Perry County or he returned home before his death remains to be determined.
