Philip served as a 2nd lieutenant in the 208th Regiment, Pennsylvania Volunteer Infantry, Company K (Civil War).

The son of George & Coriana or Clarinda (Miller) Bessor, in 1860 he was a shoemaker presumably living in Franklin County, Pennsylvania, although he is not found in that census. He stood 5' 11" tall and had light hair and blue eyes.

A Civil War veteran, he enlisted in Chambersburg, Franklin County, July 23, 1861, and mustered into federal service in Washington DC August 10 as a private with Co. D, 6th Pennsylvania Reserve (35th Pennsylvania Infantry). He was wounded at the battle of Fredericksburg December 13, 1862, the nature of which his compiled military service records fail to mention. Nonetheless, he was promoted to corporal January 1, 1863, and to sergeant June 1, 1863, and honorably discharged at term's end, albeit separately from the rest of those in the regiment mustering out, to date June 11, 1864. He also enlisted in Bloody Run, Bedford County, August 18, 1864, mustered into federal service at Harrisburg September 7 as a private with Co. K, 208th Pennsylvania Infantry, and commissioned 1st lieutenant on September 12. On March 22, 1865, he was detached as acting aide d' camp for 1st Brigade, 3rd Division, 9th Army Corps, and honorably discharged June 1, 1865, the same date as the rest of the 208th Pennsylvania.
