Joseph Richard Quinn
Joseph Richard Quinn,88,who was an executive with NASA,the National Institutes of Health and other federal agencies,died Jan.15 of congestive heart failure at his home at Leisure World in Silver Spring,Md.
Dr.Quinn was born in Philadelphia and attended Tufts University in Massachusetts before World War II.During the War,he was an Army intelligence officer.Soon afterward,he worked for a U.S.commission in Europe,helping to relocate people displaced by the War.
He was a graduate of the Georgetown University School of Foreign Service.He received a Master's degree and in 1968,a Doctorate in History from Georgetown.
Dr.Quinn worked for the Atomic Energy Commission in the 1950s on its Atoms for Peace program.He spoke French,German and Russian and represented the United States at many international meetings to promote the peaceful use of atomic energyin the 1950s.
He later served in NASA's office of manned space flight and was involved in planning space missions,including the manned lunar landing.
From 1963 until his retirement in 1980,Dr.Quinn worked in international positions with NIH.He was for many years deputy director of NIH's Fogarty International Center,which promotes international health research.
He wrote a book about medicine and public health in China and helped prepare publications about Soviet medicine.
Dr.Quinn lived in Bethesda,Md.for many years and was a member of St.Jane Frances de Chantal Catholic Church.Later,he was a member of Our Lady of Grace Catholic at Leisure World,Md.
In retirement,he became involved in genealogical and historical research and wrote articles on the subjects.He was a member of the National Genealogical Society.Irish Genealogical Research Society,American Historical Association,American Catholic Historical Association and various Irish Historical and cultural groups.
Survivors include his wife of 65yrs.,Lucretia Le Flore Quinn of Silver Spring Md.;four children,Michael Quinn of New Port Richey,Fla.,Lisa Quinn of Chico,Calif.,Kevin Quinn of Rockvilleand Ellen Scott of Omaha;three grandchildren;and a great grandson.
