Charles was son of Jonathan Gale Stearns and Mary Ann Livingston of Amsterdam, New York. He married Ellen Rice, daugher of Lester Rice and Adaline Going of St. Johnsbury, Vermont. They lived in Greenville, Illnois and raised 8 children. Moved to Arapahoe, Nebraska where he died.

Charles was a Civil War veteran and served with the 130th Illinois Volunteer Infantry Regiment at the battle of Vicksburg and later on the Red River campaign where he was taken prisoner and spent the remainder of the war in the Confederate prison at Camp Ford, Tyler, Texas.
