The First Bishop of the Diocese of Elbląg, Monsignor Andrzej Józef Śliwiński was born in Werblinia, Poland, on January 6, 1939, from a family of agricultures, and following his studies at the Seminary of Chelmno, was ordained to the Priesthood for the latter See by Bishop Kazimierz Jósef Kowalski on December 17, 1961, at 22 years of age.
Obtaining a Doctorate in Dogmatic Theology from the University of Lublin, along the years he served among others as Tutor at the Seminary of Chelmno, Vicar for Families, Health, Academics and Sailors, Chancellor of the See of Chelmno and Canon of the Reverend Chapter of the latter See.
At 47 years of age, Śliwiński was appointed Auxiliary of the Diocese of Chelmno by Pope John Paul II, receiving his Episcopal Consecration with the Titular See of Arindela on June 15, 1986, from Cardinal Józef Glemp, assisted by Archbishops Marian Przykucki and Henryk Muszynski.
Vicar General of the See of Chelmno and Episcopal Vicar for the Coast, he served as Head of a Theologian School at Gdynia, until his appointment as Bishop of the newly erected Diocese of Elbląg on March 25, 1992.
The Bishop resigned from Office at the age of 64, on August 2, 2003, after a couple of controversies and was succeeded by Msgr. Jan Styrna. He passed away of cardiac insufficiency whilst recovered at the Cardiac Department of the Provincial Hospital of Elbląg, on Wednesday, September 9, 2009, aged 70.
His Requiem Mass, which was presided by Archbishop Henryk Muszyński at the Cathedral of Elbląg, saw the participation of over 3500 people, including some 200 concelebrants. Although everyone was aware of his grievances, he proved to be quite popular among the faithful. Bishop Śliwiński was the first Presbyter to be interred inside the Cathedral of San Mikołaja of Elbląg.
