Edward Gabriel Bolter was born on Prince Edward Island, Canada, then moved to Springfield, Massachusetts, where he worked as a cabinet maker. He went around the Horn to get to the Willamette Valley, where he married Elizabeth Matilda May in 1859. Ed ran stores in Portland and Dallas before coming to Prineville in 1876. In 1878, the Bolters homesteaded on Trout Creek. Their home was finished in 1879, keeping travellers at their stage stop along the pioneer road that ran by their house. They operated the Cross Keys Post Office from 1879.
