Paul was born in Scranton, Pennsylvania. He was the oldest child of George and Stella Evans. The family was living on Quay Ave., in the area of West Mountain in Scranton known as Peacock Hill. Across the street lived his paternal grandparents, Isaac and Edith Richards Evans, along with an assortment of aunts and uncles.

When Paul was 7, the family moved from the West Mountain to the East Mountain to 1229 Blucher Ave. He was a 1939 graduate of Scranton Central High School, and Bloomfield College. He graduated from McCormick Theological Seminary. As a seminary student he was pastor of First Presbyterian Church, Schoolcraft, Michigan, the supply pastor of Logan Memorial Presbyterian Church in Throop, a Hungarian church, and for one summer the pastor of four small churches in Wayne County.

He was ordained in his home church of Hickory Street Presbyterian Church in Scranton on 6 June 1946. His first charge was Bethania Welsh Calvinistic Methodist, later Bethania Welsh Presbyterian Church on S. Main Ave., from September 1946 until February 1950.

He accepted a call to pastor a church in Wrangell, Alaska, being the first white missionary to the Tlingit Indians. He was an honorary Tlingit, a member of the Raven Clan.
He later pastored Hillcrest Presbyterian Church in Anchorage, and delivered the invocation during Alaska's statehood ceremony in 1959.

The family stayed in Alaska until the early 1960's when they Paul accepted a call to Central Point, Oregon. Except for a brief pastorate before his retirement in Parma, Idaho, he spent the remainder of his life in Oregon. Even in retirement, he pastored Bryn Seion, a Welsh Church in Beavercreek, Oregon.

He was a proud Welshma. He and Norma travelled to Wales several times, visiting his cousing Douglas Jones and his wife Biddy.

In the few years before his death, he wrote a book The Celts - Their Spirituality and Their Place in History.

He and Norma were the parents of six children, Carol Jean, Paul David, Cathy, Peter, Christine and Sarah.
