Vermont Lieutenant Governor. The grandson of Lieutenant Governor Abram Foote, he graduated from Amherst College in 1943. He then joined the Marine Corps for World War II and saw action at Okinawa. In 1949 he received a law degree from Albany Law School, afterwards becoming an attorney in Middlebury, and serving as Addison County State's Attorney from 1950 to 1956. Foote returned to active duty with the Marines during the Korean War. He served as President of the Addison County and Vermont Bar Associations, was Chairman of the Vermont Judicial Conduct Board, and also chaired the Middlebury and Addison County Republican Committees. Foote ran successfully for the Vermont House of Representatives in 1956 and served two terms, also serving as Chairman of the House Judiciary Committee. In 1960 he was elected Lieutenant Governor and served two terms, 1961 to 1965. He ran unsuccessfully for Governor in 1964, afterwards returning to the practice of law.
