Dean was the son of Charles Elmer Ratcliff and Minnie Hart Ratcliff. He lived on a farm in Hood River as a child.
He married Betty Cobia on September 10, 1941, in Woodland, Washington. They moved to Eugene in 1951 and to Fairview in 1971. He worked as a baker for Davidson Sunbeam and retired in 1980 after the bakery became Franz.
Ratcliff enjoyed gardening, carpentry, camping and traveling. He was a active member of the Gresham Seventh-day Adventist Church and did community service through the food bank.
Survivors include his wife, four sons, Nicholas of Libby, Montana, Dwight of Yelm, Washington, Larry of Tigard and Stanley of Lebanon, two brothers, Dwayne of Malo, Washington and Ronald of Moses Lake, Washington; two sisters, Letha Kent of Longview, Washington and Louise Allegre of Winlock, Washington; 12 grandchildren and six great-grandchildren. A grandchild died previously.
Services were held in Gresham. Burial was at Sifton Cemetery in Vancouver, Washington. Bateman Carroll Funeral Chapel was in charge of arrangements.
