Son of Samuel Stiles Stebbins and Laura Bestor.

Brother of Sarah Stebbins Campbell, Susan P. Stebbins Griffith, and John Stebbins.

He moved to Florence, Alabama about 1848, and then to California about 1849. From there he moved to Utah, where he married Helen A. Hodge about 1861. Shortly after their marriage, they moved to Nevada.

His obituary read as follows:
"Charles Stebbins, who for a long time past has been confined to his room with rheumatism, breathed his last on Saturday morning. The deceased was well-known all over the Pacific Coast, and was one of Austin's early pioneers, where he has lived ever since. It was thought by his many friends that he would pull through his long spell of sickness, and in a very short time would be himself again, but their hopes were blighted, for "Uncle Charley," as he was familiarly called, has crossed the Dark River to the unknown world beyond, "from whence no traveler returneth." His physician did all in his power to save him but all to no purpose and he passed away as quietly as if one was falling off to sleep. The deceased was a man of a generous heart, and in his better days was always ready to give a helping hand to the sick, poor or needy in distress. Friends he had plenty, enemies none. He was a native of Florence, Alabama, and aged 52 years and seven months, and leaves to mourn his loss, two daughters and a son, namely: Misses Laura and Florence, and John F. Stebbins, all of whom have nearly grown to womanhood or manhood.
"A large concourse of people in buggies, horseback and on foot followed his remains to the cemetery yesterday afternoon, where kind friends gently lowered the coffin in the grave and listened to the last sad rites. We join in sympathy with the many friends of the late Charles Stebbins for the bereaved son and daughters in the loss of a kind father in this their hour of sadness."
