Roland Payne, known as "Todd," was Chief of Police for Wisconsin Rapids in Wisconsin. He served the Police Force for 26 years, dying in the line of duty at age 65. Chief Payne and an Undersheriff was transporting two Juveniles from Plymouth, Indiana back to Wood County in Wisconsin. During a Fuel stop, one of the suspects stole a gun from the store. As the vehicle drew near to Adams, Wisconsin, the young suspect fired a shot into the front of the car from the back seat. Chief Payne immediately jumped into the back seat and began struggling with the suspects. The Undersheriff who was driving, stopped the car and began struggling with the suspects himself. One of the suspects got out of the car and ordered the Officers out of the car, at gunpoint. The prisoners handcuffed the Officers together and placed them in back of the car. During the struggle, before being handcuffed, Officer Payne was hit over the head with a flashlight. The two suspects drove away, Chief Payne suffered a heart attack and slumped over. The suspects pulled over and left the Officers on the side of the road. The suspects drove off and stopped at a nearby Tavern, and reported two men had been hit by a car, down the road, then they took off. The suspects were spotted the next day by a Michigan State Trooper. He chased them into some nearby woods. After a large manhunt, they were apprehended. The suspects were just 14 and 17. The 14 year old had charges dropped, because of his age. The 17 year old was charged with armed robbery and assault. He was sentenced 3-10 years in a Reformatory.
