American Civil War Union Officer and District Court Judge of the Montana Territory. He led a troop of 25 cavalrymen following the April 14, 1865, assassination of President Lincoln to capture John Wilkes Booth. On April 26, 1865, the troops surrounded a barn in Virginia where Booth was hiding. Upon Booth's refusal to surrender, Conger ordered the barn to be set on fire. A shot rang out and Booth was pulled from the burning barn, mortally wounded. In 1880, Conger was appointed District Court Judge in the Montana Territory by the Secretary of War Stanton. 1887, he was elected the Prosecuting Attorney of Beaverhead County, Montana, remaining in that position until admission of Montana to statehood in 1889.
