Son of Lewis E Bluto & Rose Marie Blow Bluto.

Cecil served as a Private First Class, U.S. Army during World War II.

He resided in Grand Isle County, Vermont prior to the war.

He enlisted in the Army on April 16, 1941, prior to the war, in Rutland, Vermont. He was noted, at the time of his enlistment, as being employed as a Carpenter and also as Single, without dependents.

Cecil died in the "Line Of Duty" of a non-battle related incident during the war.
