Palmer was born in Connecticut.
Palmer served as a Technical Sergeant and Radio Operator on B-24 (#42-7769), 716th Bomber Squadron, 449th Bomber Group, U.S. Army Air Force during World War II.

He resided in Rutland County, Vermont prior to the war.

He enlisted in the Vermont National Guard on February 24, 1941, prior to the war, in Wallingford, Vermont. He was noted, at the time of his enlistment, as being employed in woodworking and also as Single, without dependents.

Palmer was "Killed In Action" during the war and was awarded the Purple Heart.
