Penuel was the son of Jeremiah Everett and Mindwell Woodward of Attleboro, Mass. and New London, New Hampshire. He was married in Attleboro on 16 Jan 1783 to Hannah Slack. An online account says she was born in Attleboro on 10 Jan 1762, the daughter of John Slack and Zeriah Stanley, but this could not be confirmed in the Attleboro vital records. However, Hannah did have a brother, John, and two sisters, Mindwell and Molle, who all went north with her.

Penuel was a private in Capt Caleb Richardson's company, Col. Timothy Walker's regiment, 24 April to August 1775, and later marched to Rhode Island on 21 April 1777.

He and his brother Levi moved to New London, NH about 1783, but by about 1790 he was living in Lunenburg, VT. By 1796 he was in Haverhill, Mass., but the next year he was back in New London. Penuel and Hannah had twelve children born from 1784 to 1804.

No record has been found for Penuel's burial. However, he died in New London, and both of his parents and at least two of his siblings are all buried here. It is highly likely, therefore, that he was interred here as well.
