US Congressman, US Diplomat. Served during World War I in the United States Navy. Elected to represent Missouri's 8th District in the United States House of Representatives on two different occasions. Served first from 1947 to 1949, then from 1949 to 1961. Appointed as United States Ambassador to Sierra Leone, he served at that post from 1961 to 1963. He was the father of Missouri Governor Mel Carnahan, and the father-in-law of Missouri Senator Jean Carnahan.
