Explorer. Born at Strasbourg in the Bas-Rhin department, France, he was a French Army officer who conducted expeditions and claimed the Côte d'Ivoire for France. In 1887, he traveled from Senegal, up to the Niger River and arrived at the Grand Bassam, Côte d'Ivoire, in 1889. He described his expedition in a journal titled "From the Niger to the Gulf of Guinea through the land of the Kong and the Mossi" (1891). He returned to the Guinea Coast to superintend the forming of the boundaries between the British and French colonies in 1892 and was appointed Governor of the Côte d'Ivoire, in 1893. In position as Governor, he supervised the development of the Ivory Coast until he retired in 1914. He died of liver disease at the age of 80 in L'Isle-Adam, France. (bio by: John "J-Cat" Griffith)
