Tom was the eldest son of John Frame and Margaret Weir of Muirkirk, Ayrshire, Scotland. He had spent part of his childhood with the family in the nearby hamlet of Glenbuck but by 1851, Tom was working as a labourer in Lesmahagow. In 1857 he married Marion Ferguson and they moved to Howden in Yorkshire where Tom worked as a shepherd and their first 3 children were born: John (1858), twins Margaret & Ellen (Feb 7, 1859). Their stay in Howden was short and they emigrated to Pictou county where the rest of their 13 children were born: William, Jeanie, George, Mary, Christina, Allan, Angus, James, Marg & Tom.
By 1879, Tom had headed west to Manitoba to work on the railroad lines & he picked a homestead near Birtle, Manitoba. After he discovered that someone had claimed it, he staked a claim near Lenore, Manitoba and built a stone house called "Rosebank". Tom was active in local affairs until his death. He is buried in Breadalbane Cemetery, which he had donated to the municipality from part of his farm land when his son William died in 1881.
