Son of William Agnew (died 1871) and Jane McCoy (1797–1858).
He was commissioned as the captain and commanding officer of Co. I, 140th Pennsylvania Infantry, on August 25, 1862.
He was captured at Gettysburg on July 2, 1863, following the Battle of the Wheatfield, while attempting to rescue Sgt. David Walker Scott. He was taken to Libby Prison, Richmond, where he died two months later, as a corporal, while a POW. He was buried originally in grave number 144 at Belle Isle, and later was reinterred in Richmond National Cemetery.
