This Jacob is in the 1840 Carroll Co,OH census in Washington Twp, p254. There is one male between 20 & 30 years who is probably Jacob, thus he was born between 1810 and 1820.

1860 Franklin, Columbiana Co, OH; Family 10-10 Daniel Stout; Family 11-11, William and Elizabeth Stout Toalston; Family 12-12, Sarah Toalston Stout. All of Sarah Toalston Stout's children listed are the same as in Elizabeth Cook's (FAG #63985167) estate papers: Susan Trogler now Bolon, Elizabeth Marietta, John J. Stout, Rebecca Smith, Joseph Stout, William B. Stout, Nancy A. Reeder. Amazingly, all the DC I found, the parents names are given and for the most part, the state where they were born.
There's a bio of Jacob's son W. B. Stout in History of Columbiana Co, OH and Representative Citizens, Ed by William B. McCord, Salem, OH, Biographical Publishing Co, Chicago, IL, 1905, p 540. It identifies Jacob's father as Daniel Stout. See W. B. Stout memorial. The county history says Jacob born in Carroll Co, OH, but William's DC says Jacob born in PA.
There is a tombstone for his wife Sarah near their son John's in Woodland Cemetery. Thanks to Pam for finding it. It is not clear if Jacob died in Illinois or Ohio.
