Charles was the son of William Asa Harter and Grace Virginia Brallier. He married Mildred Knouse on 26 Jan 1929 in Muscatine County, Iowa.

April 16, 1984 - Quad City Times p4 - Services for Charles Red Harter, 76, of Muscatine, will be 1:30 p.m. Tuesday at Ralph J. Wittch Funeral Home. Burial will be in Oakdale Cemetery, Wilton. Visitation is 2 to 8 p.m. Monday. Mr. Harter died Saturday at Muscatine General Hospital. He was a construction worker.

Mr. Harter married Mildred Knouse in 1929 in Muscatine. He was a member of the Faith Untied Church of Christ.

Survivors include his wife; a daughter, Mrs. Grace (Richard) Duggelby, Muscatine; two grandchildren; brothers, Edward, Morgantown, Ind.; Wilbur and James, both of Washington, Iowa.
