He enlisted in the Army on June 23, 1942 in Philadelphia, Pennsylvania. He was noted as being employed as a Architect and also as Single, without dependents.

Arthur was declared "Missing In Action" during the war and was awarded the Air Medal with one Oak Leaf Cluster and the Purple Heart.
